The ratification by Brazil's congress of Venezuela's membership in
Mercosur is just the most prominent of a long list of accords signed by the
executive with foreign governments that are still waiting for congressional
approval. With the WTO trade liberalisation round now expected to fail, these
delays will result in significant losses for Brazil. Indeed, it will most likely
have to sign individual trade agreements with other nations, most of which
contain technical and tariff details that do not survive the average four years
